ISSUES
Education
Noah released his comprehensive education policy months before any other candidate, and it’s still the best. Noah believes in a strong public education benefitting all Arizonans equally. He has outlined a plan to take Arizona from 48th in the nation in education funding to 25th. This can be done without raising taxes, just closing tax loopholes. Noah believes students should be exposed to computer programming fundamentals beginning in Kindergarten and increasing intensity throughout their education. Noah has a plan to make it so that university students can pay for their education on a part-time, minimum wage job. See the full text of Noah’s education plan for additional details.
Raising the Standard of Living for All Arizonans
Noah is committed to raising the median family income in Arizona. To show solidarity with typical Arizona families, he has said he will not accept the full Governor’s salary, but rather will only accept median family income. When making financial decisions for the state, he will always ask himself, “Does this legislation create more opportunity to increase the wealth of typical Arizona families?” Noah is also the only candidate to have outlined a detailed plan to eliminate homelessness in AZ.
Jobs
Noah believes that the great companies of the future want to locate in states that have the infrastructure to provide opportunities for success as well as a social climate that supports the diverse lifestyles of their employees. Businesses value education, security, healthcare, and other government services that are vital for competitive advantage, and they are willing to pay for them if they trust their money is being spent wisely.
Budget
Noah believes that government debt is an immoral tax on the next generation. When Ducey became Governor the state debt was $9 billion. Now it’s $ 16 billion. It’s disgusting, it’s wrong, and Noah is committed to paying down the debt every day starting on his first day in office.
Immigration
Noah believes that borders must be enforced. He believes that a generous legal immigration policy benefits everyone. He believes well-meaning immigrants who came here despite quotas and restrictions to the contrary should have a rigorous path to legal status that ensures they are committed to American values and have motivation to live by our laws going forward.
Healthcare
Noah believes all Arizona citizens should have access to emergency medical services regardless of their income and insurance. He also believes that individuals must be responsible for their own actions and that the citizens of the state should not be on the hook for the medical costs of others that are the result of a lifetime of conscious poor lifestyle and health choices. He also recognizes that even in the case of unexpected life-threatening illness, Arizona citizens cannot bear the cost of expensive treatments that are likely to prolong life only briefly or add questionable quality to one’s remaining days.
Abortion
Noah has detailed a plan to reduce abortions in Arizona by over 50% by providing up to 200,000 people per year with reliable contraception. His proposal will be paid for by a tax on cannabis.
Equal Protection Under the Law
Noah believes every Arizonan deserves equal protection under the law. Noah will stand for political and legal equality for all communities, including all religious faiths, women, Hispanics, blacks, LGBTQ, and others.
Cannabis Legalization
Noah is not a cannabis user himself, but he is the first and only candidate to release a comprehensive, common sense cannabis policy. He supports the legalization of cannabis for all purposes, including responsible, non-medical adult use. He supports regulations to prevent minors from consumption. He will advocate for the release of all who have been imprisoned exclusively for using and selling cannabis.
Sustainability
Future generations should have greater access to the natural resources and beautiful landscapes that make Arizona great, not less. Noah is committed to doing everything in his power to ensure that today’s Arizonans reduce reckless waste. He supports expanded sustainable energy infrastructure investments and research, especially solar.
Gun Issues
As the father of 4 children, public safety is very important to Noah. He supports tightening background check loopholes that allow private citizens to sell guns to criminals without consequence. He supports increased investment in mental health services. Noah is not a gun owner, but he has many friends and family members who own guns for protection, hunting, and hobby activities. Noah does not believe taking guns from his family members or other law-abiding citizens will contribute to public safety. He will also stand up for all who want to exercise their 2nd Amendment rights.
Federal Surveillance and Cyber Security
The federal intelligence community needs to be sufficiently accountable to the people it serves, which has not been the case for some time. Modern technology has exacerbated this situation. The most effective way to defuse the problem of an unaccountable shadow government is for states to band together and demand reform. Noah will build a coalition of states with the strength and resolve to demand accountable intelligence practices and ensure secure cyber access for us and generations to come.
Election Reform
Political parties have legislated for themselves unfair advantages that undermine the will of the people and their ability to elect candidates that best represent them. To give elections back to the people, Noah supports the following reforms:
- Ballots should be free from all partisan designations (e.g. no REP, DEM, etc. next to candidate names). Noah recognizes that political parties can play a valuable role helping candidates and voters organize and disseminate information outside of elections.
- There should be one primary open to all parties. General elections should be held between the top three or 4 primary candidates, with no consideration of political parties.
- Rank choice/instant runoff voting should be the standard for all elections, empowering people to vote for the person they think is the best candidate, without worrying that their vote is being wasted by not voting for someone with high polling.
Corrections Reform
Noah supports the recalibration of our law enforcement and corrections resources to focus on:
- Restitution, where applicable.
- Prevention.
- Psychologically proven rehabilitation programs. Incarceration is not such a program.
- Penalties that treat all wrongdoers proportionally (e.g. service hours instead of fines).
- Noah also recognizes that many criminals suffer from mental illness, and he supports a more robust mental health program as part of a crime reduction strategy.
